This is not correct.
Block mode means that the mains is blocked for operation

The different Running modes across the AGC-4 range are:
1. Manuel mode - full control over start/stop, breakers etc. but no regulation in the DG
2. SEMI AUTO mode - full control over start/stop, breakers etc. and regulation in the DG
3. AUTO mode - the system does what it needs to do to run the system
4. Block mode - the system is blocked
5. Test mode - the system is running the defined test type for the difined time
